ci: avoid virtualization in Docker Main workflow (#6274)

Update the docker-main.yaml workflow to use the same strategy for both
"release" and debug docker images. Build the amd64 and arm64 binaries
once, on the host VM, then use the release Dockerfiles that simply copy
the pre-built binary into the base image for both flavors. This should
be more efficient than relying on virtualization to perform the arm64
build inside the docker container itself.

The Dockerfile at the repository root is still used in a few other
places, so we can't remove it just yet.
