add sheet equivalence verification and focused 4D model tests

- verify_equivalence.py: compare DB sync output vs Google Sheet data
- inv verify-sheet-equivalence: run verification on server
- test_seed_config: atomic categories, no stores/groups, taxonomy rebuild
- test_import_sheet: budget rebuild with formula splitting, idempotency
- test_sync: reverse-map equivalence for travel, subscription tags
