cmd: remove coverage exclusions from conditional option appending in check_container.go and check_operator.go

Add unit tests exercising the feature toggle branches:
- container: WithCertificationComponent, WithInsecureConnection, both combined
- operator: WithOperatorChannel, WithInsecureConnection, both combined
