Restore tsup/node_modules/yaml@2.8.3 removed by dependabot picomatch bump

The dependabot commit bumping picomatch also removed the
node_modules/tsup/node_modules/yaml@2.8.3 peer/optional entry from
package-lock.json, causing `npm ci` to fail with "Missing: yaml@2.8.3
from lock file".
