test: raise unit test coverage with new test suites

- Fix jest config to set NODE_ENV=test (fixes 31 flaky test failures)
- Add service.spec.ts: tests for contentHash, readSchedules, readStats, writeStatsLocal
- Add agent-extra.spec.ts: tests for buildRateLimitWarning, getStatusMessage,
  _isAuthError, _validateAuthProbe, _resolveAuthSource, _hasFallback,
  _logDrainedErrors, stopAuthHealthCheck, and constant exports
- Add memory-extra.spec.ts: tests for buildMemoryUpdatePrompt,
  saveGlobalContext/getGlobalContext, saveConversationSummary
- Add slack-extra.spec.ts: extended detectSkill, markdownToMrkdwn,
  extractFileUploadTag, formatEta, and shouldHandleMessage edge cases

Coverage: 38% -> 44% statements, 37% -> 42.5% lines
Tests: 318 -> 419 passing (101 new tests)
