main: broadcast SIGHUP for log rotation

Add a SIGHUP signal watcher that broadcasts `box.internal.SIGHUP` event.
This allows Lua code (e.g., failover coordinator) to react to log
rotation by reopening log files.

Required by tarantool/tarantool-ee#1725
