fix: dependabot auto-merge no longer triggers main branch build

- Fix incorrect step id reference: steps.dependabot-metadata -> steps.metadata
- Use TRIGGER_GITHUB_TOKEN for merge so push to main triggers build workflow
- Guard PR approval with same semver-major condition as merge step
