fix: publish snapshots on scheduled builds

Sonatype's maven-snapshots repository purges artifacts after ~30 days.
Since scheduled builds are the only runs happening regularly (dependabot
workflow bumps don't trigger push builds), adding 'schedule' to the
publish condition ensures snapshots are refreshed every two weeks and
remain available to downstream repos.
