ci: update our CI and make economics of workers (#1368)

Reduce CI workload by testing only the latest PostgreSQL versions instead of
actively testing older ones (13–15). Ash Postgres specifies 13 as the minimum
supported version, so we rely on that guarantee while focusing on versions used
in production.

Consolidate license checks into a single workflow that verifies both REUSE
compliance and license year correctness.

Remove the fast-forward check, as it provides limited value. Merge conflicts are
already detected, and squash merging ensures a linear history.

Combine linting steps into a single workflow to reduce overhead, since these
checks are lightweight and can run sequentially.
