#309 stage 3d: wire SequenceDiffEffectAnnotator with the shared classifier (#313)

#309 stage 3d: SequenceDiffEffectAnnotator implementation. Fills in the WIP stubs with a working annotator that delegates splice classification to legacy, dual-dispatches ExonicSpliceSite alternate_effect, and classifies coding variants via apply_variant_to_transcript + classify_from_protein_diff. Registered as 'sequence_diff'; legacy stays default. Byte-for-byte parity on 7 test cases. 623 tests pass.
