Inject default order_by for claim_search queries

- Default to ["trending_score", "release_time"] when order_by is absent
- Skip injection when text param is a non-empty string
- Handle nil params by initializing map on the request
- Enables hub filter-context optimization (~20% faster)
- Restores intended INDEX_DEFAULT_SETTINGS ordering
