v2 prep: add comments on code requiring flavor-related changes

As mentioned on https://skeema.io/v2-download-updates, Skeema v2 will drop
support for MySQL 5.x and MariaDB 10.1-10.3. This will permit a lot of removal
of old code once the v2 branch has been cut, occurring after the next LTS
releases of MySQL (this month) and MariaDB (in 1-2 months).

In preparation for that, this commit adds "TODOv2" commands to code requiring
adjustments after those old database server versions have been dropped.

In a few cases, tests or documentation have been adjusted directly in this
commit. This was done in specific situations where the exact version choice
wasn't relevant, e.g. unit tests that previously used a MySQL 5.7 flavor value
where a newer version would suffice instead. In a small handful of these
cases, MySQL 8.0 flavor values were updated to a newer version as well.
(Although we will continue to support MySQL 8.0 for many years, it is likely
that very old patch releases of it from ~2018-2020 will be deprecated in
Skeema v2, as these older releases are missing features added in later 8.0.x
patch releases. In unit tests where the 8.0 version isn't relevant, switching
these tests to 8.4+ will make this transition easier down the line.)
