[PyCon DE Sprints] Bump minimum Python version to 3.11 (#2523)

* Raise minimum Python version to 3.11

This is already implicitly the case due to the dev dependency 'conda-recipe-manager>=0.9'.

* Remove tomli dependency

* Remove StrEnum backport

* Ignore ruff UP007 and UP045 for now

* UP007: `typing.Union[A, B]` -> `A | B`
* UP045: `typing.Optional[A]` -> `A | None`

* Add news fragment
