Refactor fixture handling code

Refactor the fixture handling code in module
`pulp_smash.tests.rpm.api_v2.test_signatures_checked_for_uploads`. Drop
the single `_PACKAGES` global in favor of a pair of globals named
`_SIGNED_PACKAGES` and `_UNSIGNED_PACKAGES`, and move all references to
issue 1806 from the individual test methods into `setUpModule`.

These changes have no functional impact, but they make the code more
legible.
