Allow running tests with valgrind and add to CI

This is complicated by the macros spoiling the resulting makefile by
requiring GNU make.  Try to autodetect when GNU make isn't available and
disable them, with a manual --disable-possible-valgrind option in case
that gets it wrong.

Valgrind is currently disabled on the test cases based on shell scripts,
which significantly reduces its coverage.  That can be improved in the
future, but having valgrind run on a subset is still useful.
