add iOS simulator support to build hook and release

The GitHub Release only shipped liblibwallet-ios-arm64.a built with
the iphoneos SDK. On Apple Silicon Macs, Dart's iOS simulator builds
would pick up this device-only binary and fail to link.

- build.yml: now also produces liblibwallet-iossimulator-arm64.a and
  liblibwallet-iossimulator-x64.a, built with iphonesimulator SDK.
- hook/build.dart: checks codeConfig.iOS.targetSdk and downloads the
  right binary (ios- prefix for device, iossimulator- for simulator).

Bumps to 0.3.2.
