Commit Message

add automated pub.dev publishing workflow

Triggers on v{X}.{Y}.{Z} tags. Uses OIDC authentication with pub.dev
(no secrets needed). Waits for the Build workflow to upload c-shared
binaries to the GitHub Release before publishing, so the hook/build.dart
download will work for consumers.

Requires pub.dev admin configuration:
1. Enable automated publishing at pub.dev/packages/libwallet/admin
2. Set repository to KarpelesLab/libwallet
3. Set tag pattern to v{{version}}
