CSPL-4623: FIPS appframework fix for SHC and ES (#1821)

* Update Splunk Enterprise version from 10.0.0 to 10.2.0

* apply FIPS error handling to shc bundle push and premium apps

* add unit tests

* add in check for ConfDeploymentException

* add more time for appframework tests

* treat ssl as failure unless used with FIPS

* remove check for ConfDeploymentException

* increase timeout for test cases

* update timeout for smoke and integration tests

* update TEST_TIMEOUT variable
