Commit Message

add c-shared binaries to GitHub Releases, download in Dart build hook

Build workflow now produces c-shared libraries for Dart FFI alongside
the existing gomobile artifacts:
- android-arm64, android-x64, android-arm (.so)
- ios-arm64 (.a)
- macos-arm64, macos-x64 (.dylib)
- linux-x64 (.so)

These are uploaded as GitHub Release assets with the naming convention
liblibwallet-{os}-{arch}.{ext}.

The Dart package's hook/build.dart now downloads the correct binary
from the GitHub Release matching the package version (v{version}).
Binaries are cached in the shared output directory.
