Bump version to 2.3.1

Patch release alongside the first docs deployment (openvax/varcode#280):

* Docs site now builds and deploys to GitHub Pages from the main
  branch via .github/workflows/docs.yml. Feature guides for #267,
  #273, and #215 live in docs/; API reference is auto-generated
  from in-source docstrings via mkdocstrings.
* CHANGELOG.md backfilled for the 2.0.0 - 2.3.0 releases.
* EffectCollection.effect_expression docstring tidied so griffe
  parses it cleanly. No behavior change.
