Add motif fixtures and regression tests for relationship overlap and tiebreak scenarios

- Introduced new motif sets for validating oracle tie-breaking in relationship overlap and specificity.
- Added regression tests to ensure correct behavior of motif comparisons and tiebreaking logic.
- Implemented functions to load motif fixtures and oracle rows for testing.
- Enhanced existing tests to cover new scenarios and validate expected outcomes.
