* WEB-4353 : Feat: switch portal timezone from UTC to Europe/Brussels

* Pass event duration to recurrence_sequence_ical so that occurrences already started but not yet ended are included (rset.between uses from_ - duration as lower bound). Also use datetime.now(brussels) for timezone consistency
