* feat(protocol-kit): expose EIP-3770 lookup functions instead of raw network data

Add getChainIdFromEip3770NetworkPrefix and export both EIP-3770 lookup
functions (getEip3770NetworkPrefixFromChainId, getChainIdFromEip3770NetworkPrefix)
as public API. Replace the raw networks array and NetworkShortName type exports
with these typed functions, giving consumers a stable interface for chainId<->shortName
lookups without coupling them to the internal data structure.

* chore: remove unnecessary export

* refactor(protocol-kit): rename SAFE_FEATURES enum to SafeFeature

Rename the SAFE_FEATURES enum to SafeFeature to follow TypeScript PascalCase
conventions for enum types, consistent with other enums in the public API
(e.g. SigningMethod). Updates all internal usages across Safe.ts, SafeProvider.ts,
SafeBaseContract.ts, and the manager/transaction utilities.
