project: fix Python 3.10 compatibility and code quality

- Import NotRequired from typing_extensions instead of typing
- Replace datetime.UTC with datetime.timezone.utc in docs/conf.py
- Add itertools.batched backport for Python < 3.12
- Replace assert statements with proper type narrowing in utils
- Use cast() for TypedDict union narrowing in save_images
- Convert if/elif chains to match/case in get_extension and
  process_posts
- Add missing docstrings with Returns/Parameters sections
- Add constant docstrings with :meta hide-value:
- Add test for write_if_new mismatched mode branch (100% coverage)
- Suppress PERF203 for try/except inside download loop
