project: wiswa sync, rules consolidation, and ty compatibility

Refresh generated workflows, agents, and packaging metadata. Add
.claude/rules, new CI workflows (flatpak, markdownlint, prettier,
spelling), and Flatpak manifest; drop duplicate Cursor rules and
GitHub Copilot instruction copies. Fix POP SASL typing for ty, expand
SavedToken docstrings for Ruff, tighten the OAuth handler test cast,
and remove a redundant assert in the authorisation flow.
