cruft: update

- Add `.claude/rules/` and point AGENTS.md at them; refresh agents, CI skill,
  and settings template
- Remove `.cursor/rules/*.mdc` and `.github/instructions/*` in favour of
  `.claude/rules`
- Add workflows for flatpak, markdownlint, prettier, and spelling; refresh
  existing workflows (including pyinstaller and QA)
- Update Dependabot, pre-commit, Prettier ignore, VS Code config, packaging
  metadata, locks, badges, and Wiswa config; add `sh.tat.mkwineprefix.yml`
