project: sync wiswa output and restore python 3.10 support

Refresh Claude rules, agents, skills, and GitHub workflows from the Wiswa
generator. Move editor guidance to .claude/rules/ and remove duplicated
Cursor rule files and GitHub Copilot instruction stubs.

Add Flatpak manifest, markdownlint/prettier/spelling workflows, and
Dependabot and pre-commit updates shipped with the template.

Restore Python 3.10 support: use typing_extensions for NotRequired,
override, and Self; add compat.chdir; use timezone.utc in docs/conf.py;
adjust profile web_profile_info handling for static analysis.

Includes Ruff formatting updates in the CLI entrypoints and tests.
