utils: replace LazyMounts asserts and silence ty in helpers

Introduce _get_mounts with explicit RuntimeError when reload leaves
_mounts unset. Add ruff DOC201 Returns sections, remove @override
from overload stubs, and extend tests (failed init, mypy-safe
initialisation flow). Align Jinja PackageLoader, tqdm debug shim,
and walk() paths with Astral ty via targeted ignores. Relax ruff
for tests (DOC201, S101).
