Add Pyright and ty jobs to QA workflow; bump ruff-action to v4.0.0.
Fix Yarn cache restore-keys expressions in markdownlint and Prettier
workflows. Inline Flatpak bundle arch in GITHUB_OUTPUT; simplify
release draft publish run. Switch pre-commit Ruff to ruff-pre-commit,
bump cspell, and adjust CI skip list. Extend local qa script with
pyright and ty; bump ty dev dependency. Refresh agent notes, allow
`uv run ty` in settings dist, bump CITATION date, regenerate lockfiles.
