✨ ci: Add graceful skip when no coverage files exist (#148)

- Add coverage existence check before processing
- Skip all processing steps if no coverage files found
- Change upload if-no-files-found from error to warn
- Prevent organize job from running when tests were skipped
- Update workflow documentation
- Fixes issue where organize runs and fails for packages without tests
