Fix weekday-prefix advance in DateParse, accept single-digit TZ hours

- parseDayMonthYearInto now reparses the date fields via extractDMYFromFields
  so DateParse reports the original year/month/day even when the weekday
  prefix doesn't match the calendar weekday (PHP records the raw date plus
  relative.weekday; StrToTime materialisation still advances).
- parseWithTimezoneInto honours an explicit trailing TZ (named, offset, or
  "Z") even when t.Location() == loc (e.g. "… UTC" with loc=UTC).
- parseNumericTimezoneOffset and computeOffsetSeconds now recognise
  single-digit hour forms "+H:MM" / "-H:MM" (e.g. "+5:30"), and the offset
  computer handles the extended ±HH:MM:SS form.

Suite: 459 PHP parity cases.
