Weekday prefix: record original date, add TZ pd population in token parser

- tryWeekdayPrefixReparse refactored to parse the rest via dispatchStrToTime
so DateParse sees the original year/month/day (PHP does not advance the
date when the weekday prefix doesn't match, it just records relative.weekday).
StrToTime still gets the advanced date via Materialize post-processing.
- Parser.tryParseTimezone now populates pd timezone metadata (zone_type,
zone/tz_abbr/tz_id/is_dst) so "noon UTC" / "tomorrow noon EST" /
"midnight GMT" emit the TZ alongside the time keyword.

Suite: 351 PHP parity cases.
