Add ParsedDate.Time, error-case tests, and README section for DateParse

- ParsedDate.Time(loc) materializes with time.Now() as the base.
- TestDateParse_Errors covers the "ErrorCount > 0" contract for
  unparseable strings.
- README documents DateParse and the PHP-compatible JSON shape.
