Namespace gatekeeper compose flavor selector as ARCHON_GATEKEEPER_COMPOSE_FILE

Rename GATEKEEPER_COMPOSE_FILE -> ARCHON_GATEKEEPER_COMPOSE_FILE in
docker-compose.yml, docker-compose.gatekeeper-rust.yml, and
start-node-ci so the env var matches the ARCHON_* convention used by
every other knob in this stack. Also drop the stale reference to
docker-compose.gatekeeper-base.yml in the docker-compose.yml comment
block (that file was collapsed into the two flavor files).
