Run CLI integration tests against both Rust and TS gatekeepers in CI

Matrix docker-build-test.yml on gatekeeper flavor so the 27 CLI tests
run once against the default Rust gatekeeper and once against the
TypeScript gatekeeper on every PR. fail-fast: false keeps both legs
running so a regression in one can't hide a regression in the other.

Teach start-node-ci to take a second argument (rust | typescript). When
typescript is selected it overlays docker-compose.typescript-gatekeeper.yml
via COMPOSE_FILE so the base service graph is unchanged.

Artifact names gain a flavor suffix so docker logs and JUnit results
from the two legs don't collide on upload.
