chore: refresh to latest exemplar template

Update repository structure to match the latest beman.exemplar
template. This includes:
- Bump infra-workflows to @1.5.0
- Update CI matrix to remove c++17 targets (per existing ci config)
- Update pre-commit workflow configuration
- Add .exemplar_version tracking file
- Update infra cmake helpers to latest versions
- Preserve all at_most C++ implementation and tests
