docs: add graceful degradation section to frontend server spec

OurUploadedImage.vue fires Sentry.captureMessage for every broken image,
which would flood Sentry during maintenance windows. Spec recommends
removing the call (use infra monitoring instead). Tiles/geocode already
degrade gracefully.
