project: add niquests-cache dependency and refresh pre-commit badges

Replace the inlined HTTP cache with the niquests-cache package, delete
wiswa/session.py and its tests, and call cached_session from main with
app_name=wiswa. Declare the dependency and uv exclude-newer override in
.wiswa.jsonnet; refresh pyproject.toml and uv.lock.

Align README, Sphinx badges, post-process badge emission, and Jinja
templates with the pre-commit-enabled shields.io badge and GitHub link.
Document the shell cwd assumption in the general guidelines template and
the emitted .claude rule. Minor whitespace in jsonnet helpers; pragma on
unreachable subprocess guard.
