fix: search wildcard fallback and CLI items subcommand (#11)

- fall back to list mode when search query has no searchable tokens
- return empty array instead of null for zero FTS results
- add `ouroboros items` CLI subcommand for backlog queries
- add wildcard search test to smoke test
