refactor: optimize build configuration and form logic

- Replace `vite-tsconfig-paths` with native `resolve.alias`
configuration.
- Integrate `@rolldown/plugin-babel` for improved transpilation control.
- Improve type safety for `AlgoForm` choices and enable input filtering
  in the combobox.
- Update `IntersectionObserver` mock for better type compatibility in
  test environments.
