* Issue #335: Add new RPC and associated messaegs to SetBootConfig.

Add to SetBootConfig the RPCs necessary to permit a safer
set/validate/rollback workflow for gnoi.SetBootConfig.

* Remove some complication(s) which are unnecessary.

* Reform the proposal to track more like a gnsi flow.
