project: uv index publish-url, flatpak build, jekyll exclude, and merge tests

Emit optional publish-url (or publish_url) on package_sources into
[[tool.uv.index]] for uv publish. Default Jekyll pages_config excludes
CHANGELOG.md. Flatpak modules use network: build uv wheels via uv pip when
package_manager is uv, otherwise pip install with network; align sh.tat.wiswa
manifest. Always emit Hatch build targets for uv-managed projects; add sdist
include for this repo. Expose validate_flatpak_app_id; cover
evaluate_merged_settings with AsyncMock shims for anyio, json, pytest scan,
and evaluate_snippet. Add README badge legacy fallback test. Move man page
generation after uv lock in release agent docs.
