chore(pydeck-carto): Migrate to pyproject.toml and modernize tooling (#10197)

* chore(pydeck-carto): Loosen dev dependency pins and reformat with latest black

Unpin black, twine, requests-mock, and wheel versions. Add sphinx as
explicit dependency. Reformat 14 files with the latest black.

* chore(pydeck-carto): Migrate from setup.py to pyproject.toml

Replace setup.py/setup.cfg with pyproject.toml for modern Python packaging.
Add .flake8 config (flake8 doesn't read pyproject.toml), update Makefile
to use `python -m build`, add uv.lock, and apply black reformatting.
