feat: add Bitaxe Supra 403 (BM1368) board support (#87)

- BM1368 chip driver with init sequence from ESP-Miner reference
- DS4432U+ I2C voltage DAC driver (calibration pending hardware verification)
- bitaxe-supra board header with GPIO layout and operating parameters
- platformio envs (bitaxe-supra, bitaxe-supra-debug), sdkconfig deltas
- CI matrix updates for build and release workflows
- host unit tests for PLL range and ticket mask functionality
- widen ASIC guards in mining.h, emc2101.h, asic_task.c for dual-chip support
