fix: return NoTenantIdentifierError when external_id is nil and sni host doesn't match (#903)

When external_id is nil and sni hostname doesn't match, the error
formats as {user}.{sni_hostname} which is meaningless to the user.
Return NoTenantIdentifierError instead.
