Make CreateUser idempotent by handling Auth0 409 Conflict (#2188)

When Auth0 returns 409 Conflict (user already exists), fall back to
searching for the existing user by email instead of propagating the
error. Previously, the 409 was treated as a retryable error, causing
infinite retry loops if the Auth0 user was created but the subsequent
DB commit failed.
