fix(cli, conversation): Fall back to ID timestamp in `conversation ls` (#529)

When a conversation has no events, `last_event_at` is `None`, which
causes it to sort to the bottom (or top) when using activity-based
sorting. Since the conversation ID encodes a creation timestamp, it
makes a sensible fallback — treating a new, empty conversation as having
last been "active" at the moment it was created.
