Patch/better python wrapper (#106)

* Add type stubs for nmealib and its core components

- Created __init__.pyi for nmealib with version and exported members.
- Added type stubs for core components in _core/__init__.pyi, including exceptions and message types.
- Implemented type stubs for NMEA0183 and NMEA2000 APIs in their respective modules.
- Introduced a py.typed file to indicate the package supports type hints.
- Added a script to generate Python stubs using pybind11-stubgen for better editor support.

* [ADD] Create a new workflow for publishing to TestPyPI and remove the old TestPyPI publishing steps from the Release workflow

* chore(release): set version 0.0.1

* [REFINE] Remove Python stubs verification step from CI workflow and update .gitignore to include .pytest_cache
