btcd: harden full-hash parsing

Switch full-hash parsing paths to the strict chainhash helpers
across RPC, websocket, rpcclient, wire, config, btcjson, dbtool,
and related internal callers.

This preserves the legacy lenient API for compatibility while moving
typical external hash parsing to strict validation.
