feat: ban fs module in tests and prefer usingTemporaryFiles()

- Add ESLint no-restricted-imports rule banning node:fs, fs,
  node:fs/promises, and fs/promises in test files
- Update copilot-instructions.md with guidance on using
  usingTemporaryFiles() for file operations in tests
- Fix test/server/transpiler.test.ts: replace sync fs calls with $.read()
- Fix test/typescript-generator/prune.test.ts: replace fs.access with $.read()
- Fix test/typescript-generator/generate.test.ts: replace fs.readFile with $.read()
- Fix test/migrate/update-route-types.test.ts: replace fs.readFile with $.read()
